When you click on Pending Approval in OIM 11g R2 -> Identity following error occurs even if your SOA server is up and running.

1) Login in to Enterprise Manager Console(EM) and verify status of SOA Server. Make sure that it shows Running.

2) Login to SOA Composer, Infra and B2B Console and verify if they are working with out any error.

3) Login to Weblogic and verify SOA server state, it should be running. If not restart servers and make sure that they start with out any error.

4) Finally to solve this problem see that SOA server is running in weblogic and EM console.
