Download Non-OHS webpass and Policy Manager from below link:

I am installing webpass for IIS server so I am running Oracle_Access_Manager10_1_4_3_0_Win32_ISAPI_WebPass.exe
Restart Webserver and try: http://localhost/identity/oblix/index.html
